SOAR [Southern Organisation for Action in Rural areas] is the Joint Committee and Local Action Group for the Craigavon, Armagh and Newry & Mourne Council areas.

We are responsible for the administration of the Northern Ireland Rural Development Programme 2007-2013 (NIRDP) within the rural areas of Craigavon, Armagh and Newry.

The NIRDP is part financed by the European Agricultural Fund for Rural Development  (EAFRD) and is managed by the Department of Agriculture and Rural Development.

At the local level, the programme is strategically delivered by a Joint Committee representing all three Councils and implemented by a Local Action Group comprised of local Councillors and Social Partner representatives.

Craigavon Borough Council acts as the Lead Council with responsibility for all financial and administrative matters.

This site contains information and guidance on the specific assistance available to rural communities within the three Council areas.

Local people are involved in the decision making process of how these funds are delivered in the rural areas. Through this we aim to support the rural economy and improve the quality of life of those people that work and live there.
