SOAR Programme Launch – 25th February 2009
The Minister for Agriculture and Rural Development, Michelle Gildernew launched funding under the Northern Ireland Rural Development Programme of £16.7million for the Southern Organisation for Action in Rural Areas (SOAR).
SOAR is made up of a three council partnership, led by Craigavon Borough Council with Armagh City & District Council and Newry and Mourne District Council. The launch event was hosted by Craigavon Borough Council’s Development department at the Civic and Conference Centre on 25th February.
It was attended by dignitaries from the Department of Agriculture and Rural Development, the Rural Joint Committee and Local Action Group (LAG).
Alderman Sydney Anderson, Chairman of the Joint Committee said “This funding provides a real opportunity to support the economic and social sustainability for all of our rural areas. I would encourage rural dwellers to come forward with ideas and proposals to find out whether they are eligible for support under the programme.”
You can do this by completing an expression of interest, which are available at any of the following information sessions;
• 9th March – 10am-1pm: The Old Mill, Keady
• 10th March – 5pm-8pm: Craigavon Civic Centre
• 11th March – 5pm-8pm: The Courthouse, Markethill
• 12th March – 10am-1pm Craigavon Civic Centre
• 18th March – 5pm-8pm: Crossmaglen Community Centre
• 19th March – 10am-1pm: Warrenpoint Town Hall

The funding is available under six measures which aims to increase employment, attract visitors and increase the income of farming communities. The measures are outlined as follows:

• Diversification into non agricultural activities
• Business creation and development
• Encouragement of tourism activities
• Improve basic services for the rural economy and rural population
• Village renewal and development
• Conservation and upgrading of the rural heritage
The maximum available grant for private sector applicants is £50,000 at a rate of 50% eligible costs. For example your project would need to be in excess of £100,000 to apply for the maximum grant available.
The maximum grant for non departmental public bodies, councils, the social economic sector and community organisations is £250,000 at a rate of 75%.
